During WW2 the Soviets gave out rifles and grenades to citizens for them to help protect the country during an invasion. After the war the weapons and grenades didn’t have to be returned to the government and people held onto them for all these years or sold them off to collectors or resellers

This is result of uncontrollable mass giving out of weapons and ammo to the civilians. Ukrainian government did that several times. They literally brought trucks to the streets and give out Ak-47, and ammo to everybody without registration.
As the result of this Zelensky stupidity the crime rate steeply went up. Criminals started burgle stores, other people. They started shooting and killing other civilians.
