LAPD, LAFD and LA Bomb Squad detonated the explosives on purpose.
They thought that the purpose built truck would contain the massive explosion.
Obviously, it did not.

2,000 pounds of fireworks is a lot of boom. It doesn't make sense that they would would blow it in a residential area. It is California though. A lot of shit doesn't make sense there.
