my theory is the nerves that are activated as the current passes through them eventually become non functioning so the muscle fibers relax. I think the movement in his arms is just the slow relaxation of the muscle fibers as they stop receiving the electrical signal. But maybe your right...I can't tell. Would be a good experiment 🤔
