It's a ball mill, this one is probably used for cement manufacture but they're used for other industrial made materials...processing of rock into smaller particles etc.
1 - Not electrically isolated
2 - Not physically isolated from the electrical drive.
3 - Nobody wearing BA (breathing apparatus) in a confined space.
