This is what's left of at least 1 of 2 men belonging to the Babayurtovskiy terrorist group that were wanted in killing of a police officer in Russia, tracked down and "neutralized" in Dagestan in October by the FSB.

Ministry of Internal Affairs put out a reward of 3 Million Rubles for them both

In principle there's 'explosive' ammunition for every calibre available. Even a .22 you could turn in an 'explosive' round with a drop of quicksilver. Most effective E rounds are the cal.50 and more.
