Harold Wilson the priminister of the UK and Robert Menzies the priminister of AU. The Canadian gov did not sign up also. There were quite a few CA and UK citizens joining the US military to fight in Vietnam.

In fact the RAF flew sorties over Laos, and into Vietnam, built American bases, did reconnaissance, mi6 gave info from their offices in Saigon, troops from certain U.K. forces were re-enlisted into us forces, also trained US forces and south Vietnamese army and police,
